HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

Создать параметр DWORD (32 бита):

LocalAccountTokenFilterPolicy=dword:00000001

и перегрузить компьютер.
